　　香港1990年代初，的士司機(jī)拒載客人、漫天要價的情況普遍。　　保險公司的經(jīng)紀(jì)阿建（黃秋生）業(yè)務(wù)能力非常突出，紛紛欣羨的同事不知他做事的動力，是嬌美的愛妻與其腹中的胎兒。辦案雷厲風(fēng)行的警察阿聰（于榮光）是阿建的老友，兩人空閑時常在一起飲酒談開心、煩心事。　　某暴雨夜阿建愛妻欲臨盆，阿建慌忙打電話喊的士，但司機(jī)竟在他攙扶妻子下樓時轉(zhuǎn)載出價更高的客人，爾后又一的士司機(jī)見他出高價答應(yīng)載客，卻在見他的妻子下體滿是血時冷血地命他們下車，隨后其妻因裙擺被車門夾住被疾馳的的士活活拖死。悲痛欲絕的阿建在阿聰?shù)墓膭钕卤鞠胝褡鳎瑓s是不能，事業(yè)、生活變得一團(tuán)糟糕。聯(lián)想起此前經(jīng)歷的幾起被的士司機(jī)欺辱事件，他決定做的士判官。
