故事發(fā)生在抗戰(zhàn)時(shí)期的上海。天龍會首領(lǐng)肖潔榮（談鵬飛 飾）委婉推辭日本陸軍總部要其出任親日同盟會長職務(wù)，隱退江湖。冷亦嘯（周里京 飾）號稱天龍會第一槍手，他抵制日本人的倒行逆施，暗中與肖潔榮的獨(dú)生女肖嵐（高穎 飾）相好。董浩然（何麟 飾）覬覦會長職位，又貪肖嵐美色，他唆使肖潔榮把冷亦嘯從天龍會中逐出。不久，肖嵐委身董浩然，心灰意冷的冷亦嘯在記者陳麗娜（潘婕 飾）推薦下，為他人做私人保鏢。肖潔榮悔不該當(dāng)初趕走冷亦嘯，差肖嵐相請?jiān)饩堋Ｐ崢s日后遭殺害，冷亦嘯中伏擊幸遇陳麗娜相救，他在激戰(zhàn)中打死董浩然。在日本人為慶祝“螳螂計(jì)劃”獲得成功時(shí)，冷亦嘯幽靈般出現(xiàn)......
