 1932年，江蘇省金鳳縣。某夜，被捕的共產黨干部汪國池叛變，供出縣委凌晨4點會在磚瓦窯開會的情報，聽聞，偽警察局局長駱百千（楊德智）與部下王隊長（李蘭發）及趙巡長緊急商議，前者認為事不宜遲應即刻進軍，后者原是打入警察局的共產黨員江萬和（趙爾康），他一面附和著稱恐怕有詐，一面想著對策，隨后駱百千決定兵分兩路進攻磚瓦窯。一干人馬路過一座橋時，江萬和向也是臥底的小浦東（李利宏）使了個眼色，汪國池被冷不丁地推入水中，死于一陣亂槍，縣委同仁性命得以保全。此事令警察局面子全失，向來與駱百千不和的縣黨部書記長張謙（劉冠雄）更是趁機到省警察廳告了他一狀，這給了正為頻頻在農村、縣城活動的共產黨頭疼的省警察廳契機，偵緝處長秦邦業（楊保和）被派往金鳳。秦邦業非常狡猾，他派替身來了個金鳳一日游之后，化裝成伙夫潛伏在了警察局。江萬和在喬裝成小商店夫妻的同仁徐壽林（端木和林）及朱荷妹（趙秀麗）的幫助下， 與縣委書記李淵風（康泰）取得聯系，后者要他想辦法弄到一筆武器，雖順利辦妥此事，卻也令秦邦業對他生疑。秦邦業開始暗中指揮張謙及駱百千行動。
